Stewart Sheriff's Local SAVIN Layer
Stewart County's local confirmation is distinctive because the sheriff does more than point to a generic national home page. Its own SAVIN/VINELink page names county release, transfer, and escape notifications, supplies the state hotline and TTY contacts, and gives two direct cautions: do not depend on VINE alone and do not register a switchboard telephone number.
The sheriff warning defines the proper place of an alert. It is rapid corroboration and a safety-notification tool. It is not the Stewart jail's physical-release record. When exact timing matters, use the direct jail number, 931-232-3114, or the SCSO records channel. The official Public Inquiry hub also distinguishes the current roster from the recent Booking Log.
Released and Transferred Mean Different Things
A released event says the reporting agency supplied a release change. It does not explain every legal condition that may remain. A person can leave a jail on bond, probation, parole, time served, dismissal, sentence completion, or another authority. The agency's release paperwork or court order is needed to state the basis confidently.
A transfer event has a narrower meaning: custody moved. A Stewart County booking can end because the person went to TDOC, another county, USMS, or ICE. In that situation, the person left the Stewart roster but did not necessarily enter the community. Follow the receiving locator or records process.

VINE operates alongside TDOC's own written victim notice and offender records.
TDOC FOIL covers felony offenders currently or formerly in state custody or under state supervision. Read status before interpreting dates. Incarcerated means current state custody. Parole or probation reflects community supervision. Inactive requires interpretation from the sentence or release file and does not by itself answer every legal question.
FOIL is not the ordinary archive for a short Stewart County misdemeanor booking. For that event, SCSO and the court remain primary. If FOIL public fields are insufficient, TDOC Records Management can supply an archived-record path and may charge archive-search costs after notice.
Verify a Stewart County VINE Event
Begin with the agency named on the alert. For a Stewart County Detention Center event, compare the person with the sheriff's 240-hour Booking Log and read the explicit Release Date. For a TDOC alert, match the TOMIS identifier and inspect FOIL's supervision status and assigned location. A parole or probation status means community supervision, not unconditional discharge. An inactive status needs the sentence or release record for interpretation. A future Release Eligibility Date or Sentence End Date is not proof of a completed release.
For documentary proof, request the existing release authorization, certificate, archived offender record, or court order from the custodian that owns it. State what the alert showed and when it arrived, but do not ask an office to create a new explanation or assume the alert's timestamp is the physical exit time.
Limits of Stewart County VINELink Results
VINE receives agency-fed data, so status and alerts can lag. A result does not replace a certified discharge certificate, formal release authorization, booking exit record, or court disposition. VINELink also does not prove federal coverage, and Tennessee's offender registries answer different questions.
The TBI Sex Offender Registry, for example, can include people in prison. Its change alerts follow registry records, not jail release. Specialized drug, domestic-violence, and animal-abuse registries likewise concern qualifying categories rather than general custody departure. Registry appearance or absence must not be converted into a release conclusion.
For a former federal prisoner, use the BOP locator, where Released means departure from BOP custody and other custody or supervision may remain. USMS has no public person locator, so federal court, the holding jail, the Middle District office, or a records request applies. ICE uses its own detainee locator and recent-release scope.
